It was decided that the forces be stationed on the Rifts Earth Macross Island in a full military facility, devoted to keeping the planet safe from extra-terrestrial and extra-dimensional threats while using their resources to protect peaceful alien races from persecution. Macross Island became a network of tunnels which would serve as living quarters for all personnel, with entrances disguised as Horizont Shuttle troop transport tubes.
Partially buried within the ground were the remains of two Garfish-class vessels, which would now serve as the ground headquarters for all REF Earth operations. Just off-shore, a damaged Ikazuchi-class carrier, the Macek, rests underwater, without its primary space drives, used as a hangar for Veritech Alpha and Beta Fighters. Tunnels linking the island to the carrier via an airlock are currently under construction. Land mecha, such as Destroids and a small complement of Veritech Hover Tanks, are used primarily as defensive units for the island complex.
But the most important part of the facility is the Robotech Factory that is submerged off-shore. Here, the REF can produce whatever equipment is needed to maintain their strength. So far newer, advanced mecha are already being produced to augment the REF's ability to protect the planet in general, and the island in particular.
A city has been erected to house the civilians that have been rescued from whatever threats that the REF has faced. D-Bees and humans alike are welcome here, so long as peace is maintained on the island. So far, thirteen thousand people of various species have settled in New Macross, with nearly half of those as new recruits for the REF Earth Division. The remaining population produces the food and entertainment. Trading with various factions around the world provides New Macross with whatever supplies and luxuries are not produced on the island.

As time goes on, the city will prosper and grow. But for now, they still must rely on trade with others to satisfy all the needs of the population. Already plans are underway to recruit from allied countries and territories, with the preliminary studies showing that there is a definite willingness on the part of other communities to contribute to the rosters of the REF.
Technology
The REF and it's civilian counterparts are as advanced as the Republic of Japan, with some areas of superior knowledge. These areas include education and literacy (100%), more versatile mecha and weaponry, communications, space-travel, and automated factories for the repair and building of space-faring vessels, combat ships, and mecha.
Medical facilities are good, but knowledge of cybernetics and bionics is limited. Manufacturing, building, agriculture, and entertainment are roughly equal to the Coalition States. Robotics and combat technology are vastly superior to the CS in terms of versatility, maneuverability, and speed. Much needs to be learned in the way of undersea farming and mining, as the REF is well behind Tritonia and even the New Navy. They are extremely behind in the areas of magic, psionics, cybernetics and bionics, with full-conversion borgs, Juicer technology, and M.O.M. conversion completely beyond the current understanding of the inhabitants of New Macross.
Although the REF has perhaps the most advanced robot vehicles on Rifts Earth, they have developed only the simplest understanding of cybernetics and bionics. While Robotechnology does seem to have a symbiotic quality to it, the REF did not work with using this alien science to enhance the human body directly. As a result, only the simplest prosthetics are available. REF technicians are able to perform only basic maintenance and repairs. Anything more is currently beyond the level of technology found on New Macross Island.
Currently the REF is negotiating with the drifting colony of Tritonia for an alliance and an exchange of knowledge. Experts in bionics and cybernetics have been working with scientists from the REF to aid them in their development of their own cyberware. For now, Tritonia provides New Macross with cybernetics when needed, mainly for medical purposes, not military use.
Society
The society is based on the civilization of the United Earth Government, so most of the basic ideals and civil liberties are prevalent in their society. Non-humans are given the same treatment as humans, with no preferences given for diferent races or even species. After all the time spent living among people of differing genetic makeup, the inhabitants of New Macross Island are more or less open to living with other sentient beings. Most of them are the victims of persecution and prejudice and are working to prevent that from happening to others.
There are factions within the community of the island that are less open, but the majority of the citizens of New Macross have seen too much persecution and bloodshed and choose to avoid such conflicts.
Foreign Relations
So far the REF has made contact with several organizations and countries from around the world.
New Denver: Not long after the Mechanoids Invasion of Rifts Earth, Baron Karza and the majority of his Invid left the planet to conduct exploration for another world that they could inhabit. But the city is far from defenseless. Roughly 4,000 Invid remained as a garrison force to watch over the city under the rule of a mysterious being known only as Doom. Along with his elite guard of genetically engineered Beastmen, he protects the area in the name of Karza. He has made it clear that he will not attack the REF, so long as they keep out of his affairs in New Denver. Considering the power of the Invid and clone forces in New Denver, the REF has decided to keep the truce. But it is an uneasy situation that could erupt at any time.
Lazlo: The REF is on good terms with the government of Lazlo, with Erin Tarn II serving as the official liason between the two. They are allies in a world that does not seem to have many for either, and the REF is prepared to send forces to Lazlo if they are invaded by the CS.
Coalition States: The REF has had no official contact with the government of the Coalition States. They consider the Coalition to be too extreme in their dealings with non-humans and will not join with them for this reason. While they will not form an alliance with the CS, the REF has come to the aid of CS vessels and forces that have come under attack by supernatural monsters or genocidal creatures, such as the Mechanoids. The CS is aware that some advanced military force has been operating across the globe, with technology similar to what was found in the wreckage of the spacecraft outside Chi-Town. There are currently no plans to investigate the matter further, but this could change if the CS and REF become embroiled in conflict over the open communities of Lazlo, New Lazlo, and Tolkeen.

Nemo-2 and The New Navy: The REF has had dealings with the New Navy, and currently have an exchange program of sorts with the REF where members of the REF and New Navy observe one another’s tactics and equipment, as well as their society. There is an official alliance between these two powers currently being negotiated by Col. Khrystle and Captain Nemo Dobson. The key point of all of this is that the New Navy wishes to preserve it's independence, while the REF would like to incorporate the New Navy as a division of the REF forces on New Macross Island. There will likely be a limited alliance when the current negotiations are finished, with both forces retaining their independence while having the backing of one another in the event of an emergency.
The Splugorth and Atlantis: Despite the frequent travels of former REF command personnel to the island continent, the REF is officially opposed to the Splugorth and their empire. No public action will be taken yet, but there will come a day when the REF will launch an assault on Atlantis in an effort to push the demonic forces back to their home dimension and away from Rifts Earth. The REF knows that this cannot be achieved without the support of the other countries of the Earth.
The Naut'Yll: These expansionist aliens have not yet encountered the REF forces. The REF has been warned about them by the New Navy, however and are prepared for any possible invasions that may take place.
The Lord of the Deep: The REF has had few encounters with this supernatural intelligence, but as their aquatic activities increase, so will their battles with the monster. The attacks are most likely to take place against the submerged portions of the New Macross REF Command Headquarters. The New Navy has intervened on their behalf on those occasions that New Macross citizens were unable to defend against the sea monster.
Archie Three: This insane supercomputer has no knowledge of the exploits of the REF and has little interest in the rumors that have been told by his spies. Until they cross paths, there will be no investigations on the part of Archie or his minions.
New German Republic: The REF has never had any official contact with the New German Republic, but they have made a point of learning all they can about this powerful nation and it's main weapons producer, Triax. The REF has found some startling similarities between some of Triax' newer designs and their own mecha. Col. Khrystle is not happy about this fact, to say the least. For now, the REF will gather what information it can about the NGR.

Tritonia: The REF has a limited trade agreement with the floating city, allowing the REF to increase it's knowledge of underwater systems, from mecha and weapons to medicine and cybernetics. In exchange for military aid, the REF also is learning a great deal about aquatic agriculture and underwater farming. The ideals of the REF are similar to those of the drifting colony, with "people" being seen as allies and enemies, as opposed to race being the reason behind alliances. With neither human or non-human supremacy as a policy for either one of these two powers, the REF has worked hard to gain the trust of the people of Tritonia.
The New Empire: The REF has no official contact with the New Empire. The only knowledge that has been gained is what Erin Tarn II has related of her trips to the island empire.
The Republic of Japan: REF officials are currently trying to learn all they can about the Republic before they officially approach them. The Republic has heard stories of a military force that has designs more advanced than some of their own cutting edge technology, and would like to find out more about the REF as well.
New Tokyo: There has been no direct contact with Tyrus or his forces since the REF rescued Col. Khrystle from the New Tokyo citadel. Rumors of their involvement in the battle against the Four Horsemen in Africa have reached New Macross Island but remain unconfirmed. Recent reconaissance reports show that if the citadel still exists, it is no longer in the submerged ruins of old Tokyo. The REF will consider Tyrus and his followers dangerous if encountered.
